Chances and risks for Artificial Intelligence in the EU and Europe
Hereby our inquiry in this matter to the EC, while the answer
is in the attached PDF document at the end of the text
Dear President of the EC,
Tipalo is a computer startup based in Wollerau, Switzerland,
we pioneer logic applications, as we develop a new IT technology
for machine based logic using an own self-learning mechanism.
AI software
Our company is about to release this year our first operating system
for real-time applications regarding self-programmable neural nets,
with an own self-learning mechanism for usage only in embedded systems.
This operating system will allow the execution
of different applications, connected to a certain body,
where the corresponding neural nets are forming an ANS.
The ANS is the acronym for Artificial Nervous System,
which allows the simulation of different brain regions,
connected with sensors, actors and internal organs.
In other words, we launch the first digital brain
for entirely autonomous and self-acting living machines,
which can learn only by interacting with the world.
AI products
We have also quantified the corresponding intelligence,
by using the same stages of brain development as in biological life,
while they occur in nature, which are the following:
Level 1. Insect
Level 2. Mammal, Fish, Bird
Level 3. Human
According to this hierarchy, we will start by creating the first ANS,
as the proof of concept for a generic ANS within the operating system,
while ending with a prototype with four legs, head and body.
Based on this, our company will develop the following products:
1. Brains for automated buildings, as many insect brains working together
2. Brains for vehicles of all types, for terestrial, naval, aero and space environment
3. Brains for human robots, for usage in all kind of environments
AI hardware
We are currently developing our new AI as ANS by using FPGAs,
while in the near future, we also intent to migrate to 3DSOC technology,
manufactured by Skywater Technologies, in Bloomington, MN, USA.
The EU has announced a similar program as a new European project,
to be funded for 4 years, in order to develop a new technology based on
nanoelectromechanical (NEM) principle with novel 4-terminal (4-T) relay.
The result of this relay-based field-programmable gate arrays (FPGA)
with integrated non-volatile memory (NVM) will enable a whole new
generation of electronical devices, to be used almost everywhere.

AI future
We are asking ourselves, what are the intentions of the EC for the future
regarding the introduction and legalization of real AI within the EU and Europe,
not meaning hereby the "actual AI", which are just programs based on statistics.
For example, the hurdles for allowing autonomous vehicles are way too high,
meaning the laws for safety are much higher than those which apply to humans, e.g.
min. 2 parallel processors, but human drivers have only one brain and erratic behaviour.
Furthermore, in the eventuality of having robots with human-alike thinking,
what are the chances of getting a EU citizenship for these AI with own ANS,
as they will be at least equal in intelligence, but without any social rights.
Nevertheless, the impact of our AI technology will be quite massive,
as the entire economy could be ireversible changing in min. 5-10 years,
what are the chances of limiting or maybe even banning our AI in EU?
Our open questions are very real and concern our plans for the near future.
